5.Outlines of Selected Projects
5.1 Bangladesh : Evaluation Mission of Arsenic Sector Program

  - Client : Japan International Cooperation Agency

  - Brief description of the project :


JICA has been addressing arsenic problems in Bangladesh by applying a program approach, that integrates different types of cooperation tools, namely dispatch of advisers, technical cooperation projects, debt reduction, ordinary and grass-roots grant aids.


RPI engaged in program evaluation for improving the program and the evaluation scheme based on the following activities.
 
(1) Interviews with the government officers, other donors’ staff, NGO members in addition to the communities suffering from arsenic problems
(2) Reviewing the JICA’s activities, complementary relations among them
(3) Recommendation for improvement

5.2 Thailand : Private Sector Development Baeline Study


  - Client : Japan International Cooperation Agency
  - Year : 2007

  - Brief description of the project :
The government of Japan has been contributing to the private sector development of Thailand by supporting infrastructure development, promoting small and medium scale supporting industries, strengthening financial institutions, and fostering science and technology development.


This study aims to review the private sector development policy of the Thai government, activities of major donors as well as major issues of enterprises affiliated with Japanese companies, and to discuss Japan’s cooperation strategies.


RPI conducted the following tasks. 


(1)Data collection and analysis of private sector development strategies of Thailand 
(2)Data collection and analysis of major donors’ activities and strategies
(3)Interviews with enterprises to identify major issues for private sector development
(4)Summarizing major issues of private sector and its supporting infrastructure
(5)Recommendation of candidate strategies of Japan’s cooperation in the field


 
5.3 Indonesia and Thailand : Effective Collaboration between EngineeringUniversities and Industries

his study aims to work out ways of collaboration between engineering universities and industries and also ways to support the collaboration. The study team visited a total of 8 universities as well as concerned government offices, chambers and companies.


The study output of RPI includes the following items.

5.4 Pakistan : Technical Education and Vocational Training” Project FormationStudy
 
  - Client : Japan International Cooperation Agency

  - Brief description of the project :

T
he government of Pakistan requested support from Japan for strengthening technical education and vocational training. However, the nation’s industrial trend and the priority areas of human development needs were not well specified.

T
his study aimed to clarify the target for cooperation. RPI engaged in industrial analysis and human resource development and conducted the following tasks.


(1)Analysis of the government’s industrial development and Job creation plans
(2)Analysis of the government’s human resource development plan
(3)Visits of enterprises and analysis of the current state of major industries and small and medium scale industries
(4)Analysis of future prospects of industrial development and human development requirements for leading industries
(5)Analysis of current state of employment, government employment skill development policies
(6)Analysis of labor demand information
(7)Analysis of human resource development by industries
(8)Recommendations of candidate cooperation programs for industrial and human resource development
 

   





5.5. Special Assistance for Development Policy and Projects (SADEP) for Region-Based Economic Development Strategy

  - Brief description of the project :
 
(1) Study Objectives
 
The study aims to formulate general strategy for region-based economic development and to recommend action programs for Yogyakarta Special Province of Indonesia.
 
The region-based economic development is an approach of endogenous development in partnership of different sectors such as local governments, private sector groups, universities and NGOs based on local resources like potential of agriculture, small scale industries and tourism as well as the human resources.
 
(2) Study Methodology
 
The study intends to identify relevant lessons and implications from various examples. The study team consists of Japanese members, their Indonesian counterparts from Center for National Development Planning Studies of Gadjah Mada University and an Italian consulting firm SMP.
 
Workshops were held in Yogyakarta and Jakarta in February 2002 for discussions among various stakeholders such as staff of central and local governments, NGOs, universities, private firms and donors.
 
(3) Study Output
 
a. Concept of region-based economic development strategies with emphasis on building partnerships of stakeholders and on improving local governments
 
b. Industrial cluster development strategies for Yogyakarta, comprising market-oriented agriculture, locally-based manufacturing and high touch tourism.
 
c. Action programs for establishing a partnership organization comprising various sectors to promote local economic development and a local development fund to support various development efforts.
 

   





5.6. Senegal : Preliminary Study for Infrastructure Information Management System of the Dakar Metropolitan Area


  - Client : Japan International Cooperation Agency

  - Brief description of the project :


The population of the Dakar Area has been growing rapidly due to low and middle income migrants. The urban expansion surpasses infrastructure development. Therefore, low income communities suffer poorly maintained living environments. On the other hand, very limited geographic information is available for proper planning of infrastructure and community facilities. The study aims to evaluate urban and community environment and to demarcate the scope of work to be conducted.

 
5.7. The Philippines : Evaluation of the Mini-Project-Type Technical Cooperation for Promotion of Medium-Rise Housing Construction for Low Income Families


  - Client : Japan International Cooperation Agency (JICA)
  - Year : 1998
  - RPI’s person-months : 2
  - Brief description of the project :


The National Housing Authority introduced the medium-rise-housing (MRH) construction as one of its major activities for efficient land use through high density housing development. The authority requested technical cooperation from the Government of Japan to promote construction of MRH by establishing the standard design and specifications.


A team was dispatched to evaluate the technical cooperation at the end of the three year cooperation period.


The consultant of RPI participated in the JICA team to evaluate the technical cooperation in terms of the efficiency, effectiveness, impact, relevance and sustainability.

 
5.8. The Philippines : Land Development Plan of West of Mangahan Floodway

  - Client : Department of Public Works and Highways (DPWH)
  - Year : 1997-1998
  - RPI’s person-months : 30.1
  - Brief description of the project :

In order to mitigate flood damage caused by high water stages of the Laguna Lake and to enhance the development potential of the area, DPWH decided to implement construction works in the West of Mangahan Floodway.


The study aims to prepare a development master plan of the area toward 2010 and an action plan for immediate implementation of selected key projects toward 2005.


RPI was responsible for the whole study activities covering the following study components with support of associated firms.

5.9. Jordan : Study on Industrial Development in the Southern Districts



  - Client : Japan International Cooperation Agency

  - Year : 1995 - 1997

  - Brief description of the project :



The study aims to prepare a master plan for industrial development. In the study, priority was placed on small scale industries. RPI studied how to develop such industries together with communities. Institutional and environmental aspects were also studied by RPI with due consideration of social acceptance.



 

5.10. Thailand : Preparatory Study on the Integrated Regional Development in the Western Seaboard

- Year : 1995

- Brief description of the project :



This is a study to prepare for an integrated regional development master plan in 5 provinces of Western Seaboard in Thailand. One of the objectives of the study is to prepare the scope of work. The sectors of the study covered urban and social systems and environment. RPI conducted both social and natural environmental analyses.


Workshops were held in Yogyakarta and Jakarta in February 2002 for discussions among various stakeholders such as staff of central and local governments, NGOs, universities, private firms and donors.



 

5.11. Jordan : Tourism Development Plan



- Client : Japan International Cooperation Agency

- Year : 1994 - 1996

- Brief description of the project :



The study aims to prepare a tourism master plan of the nation and development plans of priority areas. RPI was in charge of regional development, transportation and environmental study. For the selected tourist areas, detailed community environment studies were conducted.



 

5.12. Panama : Albrook Land Use Alternative Study



  - Client : Ministry of Planning and Economic Policy of Panama / UNDP

  - Year : 1987

  - RPI’s person-months : 12

  - Brief description of the project :



The Albrook Air Field, a former US military base of 188 ha located close to Panama City Center, was reverted from USA to the Republic of Panama in 1979. The study aimed to select the most suitable functions and land use of the area considering the existing and future population distribution around the area.



 

5.13. Iraq : Baghdad 2001 Master Plan(Integrated Capital Development Plan of Baghdad)



  - Client : Baghdad Municipality

  - Year : 1981 - 1984

  - RPI’s person-months : 33

  - Brief description of the project :



Urban development of Baghdad had been managed according to the master plan prepared in 1970. However, the economic boom and urban growth overwhelmed the bases assumed in the plan. Therefore, a Japanese consortium involving RPI was organized to formulate a new master plan.



 

5.14. Seminar for Local Government Officers on Private Sector Development



- Client : Japan International Cooperation Agency

- Year : 1 month course held annually since 2006

- RPI’s person-months : 4 (each year)

- Brief description of the project :

 

This is a training course for local government officers engaged in management and planning of local government policies, especially those in charge of the private sector development in developing countries. 


The course aims to enhance capabilities of local governments of participating countries to support the private sector development by providing the participants with proper understanding of such support activities of local authorities in Japan.


Course design, arrangement of lectures and visits, course monitoring, and providing lectures and advice to the participants. 


Main services were as follows.

- Provided local government staff of developing countries with lectures and visits of various cases of  private sector contribution to local development

- Organized and conducted lectures on urban development vis-a-vis industrial development

- Reviewed public - private partnership projects in Japan

- Advised on financial aspects of local development

- Conducted a lecture of the project management cycle method

- Advised for formulation of appropriate local development projects

 

   





5.15. Japan : Redevelopment Plans of Deteriorated Dense Habitation Areas


Some 60 planning projects of this category were conducted in the last 3 years.

  - Clients : Housing and Urban Development Corporation, Tokyo Metropolitan Government , 
   Prefectural Governments, Local Municipalities, etc.

  - Brief description of the projects :

General procedure of the planning process is as follows.
 
(1) Grasping communities’ opinions and establishment of community participation
(2) Establishment of criteria to evaluate target areas
(3) Selection of target areas
(4) Concept planning and master planning of the area’s development
(5) Detailed programming of investment projects

 
5.16. Village Reconstructuion Project in Yamakoshi Area

- Client : Nagaoka City Office
- Year : 2005 - 2007
- RPI’s person-months : 23
- Brief description of the project :
 
On October 23, 2004, Yamakoshi Area in Nagaoka City was struck by the Niigata-Chuetsu Earthquake resulting in heavy damage. 


This Project has formulated action plans to reconstruct the devastated six villages. The plans cover reconstruction of infrastructure such as roads and rehabilitation of the site conditions, through technical studies and a series of workshops for the community participation. The study items include identification of the number of houses to be constructed, site redevelopment plans, financial plans, implementation programs, return plans of the villagers, public facility and plot plans.

RPI managed the entire project and conducted the study of 3 villages. Main services were as follows.
  - Conducted town planning and town management planning
  - Conducted financial planning of the reconstruction
  - Conducted community workshops for planning and capacity development
  - Studied local social and cultural features for the planning
  - Master planning of institutional development
  - Prepared the resettlement plans
  - Master planning of public facilities
  - Identified opportunities and potential for income generating activities of communities

 
5.17. Japan : Establishment of Guidelines for Redevelopment of Deteriorated High Density Residential Areas

  - Client : Ministry of Construction
  - Year : 1997
  - RPI’s person-months : 10
  - Brief description of the project :

Triggered by the Hanshin-Awaji Earthquake, urgent need for rearrangement of deteriorated areas with dense habitation has attracted general attention. The ministry of construction, through its subsidiary association, requested RPI to establish guidelines for redevelopment of such areas scattered nation-wide. The guidelines encompass the following aspects.
 
(1) Development Planning
(2) Community Participation
(3) Redevelopment of Deteriorated Housing
(4) Development of Community Facilities
(5) Promotion of Continued Dwelling
(6) Organizational and Institutional Arrangements
(7) Integration with Other Development Schemes
